This was reported by Zeit.
According to Michael Esser, head of the criminal police, the devices were likely intended to be used to launch a wire over power lines using pyrotechnic means.

Earlier, North Rhine-Westphalia’s Interior Minister Herbert Reul said there were suspicions of “anti-constitutional sabotage” in connection with the incident at the substation.
He did not rule out that a foreign state or left-wing extremists could be behind it.
Investigators are currently establishing all the circumstances of the incident and identifying those who may have been involved.
