The Cabinet of Ministers will finalise changes to the reservation system this week to make it fairer. Prime Minister Serhii Koretskyi said this in an interview with BBC Ukraine.

The changes are aimed at tackling abuse. Businesses that are genuinely critical to the state will continue to reserve employees as before.

“We are reviewing only those cases where critical status is used formally to reserve people who are not connected to genuinely critical work,” Serhii Koretskyi explained.

During the government question time in the Verkhovna Rada last Friday, Koretskyi explained that there are companies that use critical status and expand their headcount. At the same time, not all employees are engaged in work that is critically important.

As an example, he cited a hypothetical Ukrenergo contractor where, out of 100 employees, all were reserved, while only 20 actually carried out the contracted work.

The Cabinet of Ministers is considering setting a cap for businesses entitled to reserve employees at 85% instead of 100. The changes could affect more than 900 companies in the defence-industrial complex.
