Ukrainian President Volodymyr Zelenskyy held a situation call on conditions in the regions following another wave of Russian attacks. As a result of the strikes, 28 substations and other critical energy facilities were damaged.

The head of state reported this on social media.

“Unfortunately, 28 substations and other critical energy facilities were hit. Restoration work is under way everywhere, and electricity is gradually being returned to people. I am grateful to every repair crew, and to all the workers at energy companies,” Zelenskyy said.

The meeting also heard a report from the Prime Minister on preparations of infrastructure for the heating season.

“We set out in detail the key areas of focus for government bodies and energy companies, as well as regional and local authorities,” the President said.

The Defence Minister, the Foreign Minister and the President’s Office team received urgent tasks to engage with partners who can support Ukraine’s air defence as quickly as possible.

“There are political agreements that have not been implemented at the working level. There are also delays in certain types of vitally necessary supplies at the level of the US Department of War. This evening there will be an additional meeting to review the results of all contacts that must be made today. I am counting on concrete outcomes,” Zelenskyy stressed.

Separately, the President announced a decision to increase production of turrets that have proven effective in countering Russian strike drones.

“Together with the Defence Minister, the Commander-in-Chief of the Armed Forces of Ukraine and the Commander of the Air Force, we identified additional capacity for producing turrets that have performed very well in countering Shaheds. We are increasing orders, and it is important to speed up all processes as much as possible: organisational, financial and production,” the head of state said.

Ukraine will also work with the Baltic states to support logistics.

“There is an instruction to engage with the Baltic states in the context of supporting our logistics — I am awaiting a report from Ukraine’s Ministry of Foreign Affairs on this,” Zelenskyy said.

According to the President, the Commander-in-Chief of the Armed Forces of Ukraine separately reported on the situation with the use of Starlink and Starshield services in military units.

“Unfortunately, we are recording that in different sections of the front the equipment stops functioning at speeds of 130–161 kilometres per hour. This slows our frontline logistics and limits the use of drones of various types, primarily mid-strikes and interceptors of jet-powered Shaheds,” Zelenskyy noted.

The President stressed the need to raise this issue again with international partners.

“Today, at all levels, this must be discussed again with partners. Speed matters for protecting lives. Thank you to everyone who helps! Glory to Ukraine!” the head of state concluded.
