Ukrainian company DevDroid, which manufactures unmanned ground vehicles, and Norwegian electronics and electronic systems manufacturer Inission Norge AS have signed a memorandum of understanding. DevDroid reported this on Facebook.
Among the potential areas of cooperation, the companies cite joint production of remote control systems for the needs of the Defence Forces of Ukraine and Norway, organising a full-cycle electronics manufacturing and assembly process, as well as joint development and production.
The cooperation is being considered within the Drone Deal — a model of Ukraine’s long-term defence partnership with other countries that предусматривает the exchange of technologies and experience.
“Signing the memorandum is the first step towards practical work on joint projects. The next stage предусматривает assessing production and technological capabilities, as well as determining further steps to implement potential cooperation,” DevDroid said.
Ukraine began actively promoting the Drone Deal format in March 2026; Zelenskyy spoke publicly about it in April. Each agreement is concluded for ten years and covers four areas: expert security assistance, export of battle-tested solutions, localisation of production in the Build with Ukraine and Build in Ukraine formats, and special projects — cyber cooperation, protection of critical infrastructure, and satellite projects.
As of 2 October, 11 agreements have been signed. Signatories include: Saudi Arabia, the UAE, Qatar, Azerbaijan, Lithuania, Latvia, Estonia, the Netherlands, Denmark, Norway, and Finland.
On 15 July, Ukraine and the European Union concluded a defence-industrial partnership in this format.
