Parliament dismisses seven members of Accounting Chamber whose term of office expired

This will leave the Accounting Chamber with five members. It is not yet clear how the Chamber will work without a quorum.

Today, on 23 April, the Verkhovna Rada supported the dismissal of 7 members of the Accounting Chamber whose term of office expired on 15 March 2024. 264 MPs voted in favour. 

This was reported by the MPs. 

According to MP Yaroslav Zheleznyak, these are Bohun, Didyk, Nevidomyy, Ivanov, Ohon, Yaremchuk and Maisner. 

He notes that the Accounting Chamber will now have five members. However, according to Zheleznyak, his colleagues insist that the Chamber will still be able to make decisions.

Zheleznyak also believes that the reform of the Accounting Chamber is very likely to be funded by the US. Thus, in his opinion, this is not the last dismissal from the current Accounting Chamber.

At the same time, according to MP Iryna Gerashchenko, despite the fact that the Budget Committee considered the dismissal of these members of the Accounting Chamber with violations (the application was written by member Didyk, the others were introduced at the committee by voice), the servants meekly considered the dismissal of 7 members of the Accounting Chamber.

"Why is this important for the government? Now the Accounting Chamber has only 5 full members, and to make any decision, at least 2/3 of the full 13 members are required. So now the Accounting Chamber does not have a quorum and will not be able to make any decisions. In fact, its work will be blocked. Her work is paralysed!" Gerashchenko wrote.

She noted that this closes all audits, including those on abuses in the Ministry of Defence, the Verkhovna Rada (with the Rada channel), and other budget funds. 

Gerashchenko also noted that our international partners have repeatedly drawn attention to the principle of adopting a new law on the Accounting Chamber and forming this body according to new rules, ensuring transparency and independence of the Chamber's work. They expect a complete reboot of the Accounting Chamber. 

"Today, 264 MPs voted to dismiss 7 members of the Accounting Chamber. These are servants, OPFL and groups. At the same time, Ms Pishchanska, a friend of the Zelenskyy family, was not dismissed. So, now this structure is becoming incapacitated, has no quorum, and therefore, the government can continue to work uncontrollably," Gerashchenko wrote.

She does not rule out that the demand for a complete reboot of the Accounting Chamber will become one of the requirements of international partners as a beacon for receiving the next tranche of financial assistance.
