Ukrainian President Volodymyr Zelenskyy has signed decrees No. 1058/2026 and No. 1059/2026 enacting decisions of the National Security and Defence Council on sanctions against Russian companies and citizens who help produce ballistic missiles and supply Russia’s defence-industrial complex with equipment, electronics and components for military hardware.

This was reported by the Office of the President of Ukraine.

The first sanctions list includes 51 individuals and 44 legal entities involved in the manufacture of ballistic missiles that Russia uses to attack critical and civilian infrastructure, shell Ukrainian cities and communities, and kill people. These are key enterprises that produce and supply raw materials, equipment and tools for creating long-range strike weapons such as the Iskander, Kalibr, Kh-101 and Kinzhal.

Among the sanctioned enterprises are the G. S. Petrov Institute of Plastics, which produces components for composite materials; the Kometa Corporation of Special-Purpose Space Systems, which manufactures equipment for weaponry; as well as the VitaReaktiv, Promenergo and Kirov Biochemical Plant companies, and the D. I. Mendeleev All-Russian Research Institute for Metrology.

Separate sanctions were imposed on 32 Russian citizens and 35 Russian companies involved in the production and supply chains for industrial equipment, tools, electronics and raw materials for Russia’s defence-industrial complex.

This list includes, in particular, the company Gagaring, which specialises in communications and control equipment for FPV drones; Virgin-EC, which supplies foreign electronic components to the Russian military; and the Pressmash machine-tool association, which supplies metalworking machines to enterprises involved in producing Kh-101 and Kh-59 missiles and Orion drones.

Sanctions were also introduced against companies in the Russian industrial group RUSAL, whose products are used in the production of military aircraft, armoured vehicles, missile weapons and drones.

From April 2024 to March 2025 alone, United Company RUSAL Trading House and the RUSAL Taishet Aluminium Smelter imported aluminium oxide into Russia worth nearly 150 million roubles. Supplies of this raw material were used to produce military aircraft, missile weapons, armoured vehicles and drones.

“We are systematically identifying and applying sanctions to enterprises involved in the production of Russian ballistic missiles and other means of attack. We are working to extend these sanctions to other jurisdictions. Taken together, this should significantly weaken the ability of Russia’s defence-industrial complex to produce weapons,” said Vladyslav Vlasiuk, the President’s adviser and commissioner for sanctions policy.
