In Khmelnytskyy Region, a neurologist, who is the deputy head of the district medical examination committee, and a doctor at an emergency medical care were served with a notice of suspicion. They ‘helped’ men of military age to obtain disability groups. This was reported by the Prosecutor General's Office and the National Police.
The accomplices helped men of mobilisation age to obtain a disability group, which gives grounds to avoid conscription into the Armed Forces. A paramedic organised the search for people who wanted to get a disability group. The doctor registered the ‘clients’ for inpatient treatment in the neurological department and prepared medical documents without their actual stay. Later, these documents were submitted to the medical military commission, whose members made a positive decision.
The price of the ‘services’ ranged from USD 3,600 to USD 7,800.
On 10 October, operatives of the Strategic Investigations Department in Khmelnytskyy Region, together with investigators from the regional police investigation department and operatives from the regional SBU office, detained the substation doctor while he was receiving the next tranche. In addition, law enforcement officers documented the receipt of more than UAH 150,000 in illegal benefits by the suspects.
During the searches, the SBU seized USD 182,000, more than EUR 6,500, equivalent to almost UAH 8 million, as well as draft records, medical documentation and mobile phones. In addition to the money, notebooks with the names of the ‘clients’ were seized during the searches.
A custody with the possibility of bail has been chosen as a measure of restraint against the man. The motion against the other suspect is pending in court. The involvement of the military medical commission employees in the crime is being checked.
Their actions are classified under Part 3 of Article 369-2 (abuse of influence) of the Criminal Code of Ukraine. The article provides for up to eight years in prison with confiscation of property.
