President Volodymyr Zelenskyy and Norwegian Prime Minister Jonas Gahr Støre signed a defence cooperation agreement under the Drone Deal format, as well as a declaration on strategic partnership.
Zelenskyy announced the agreements on Telegram.
“...we signed the ‘Elizabeth’ agreement, named after the daughter of Prince Yaroslav the Wise, who became Queen of Norway. These documents strengthen the foundation of a long-term partnership between our countries in defence, energy and the resilience of our people,” Zelenskyy wrote.
“I would also like to thank you for the decision to maintain a high level of support and allocate around $9 billion for 2027. Thank you to Jonas Gahr Støre, the government and all the Norwegian people for their support since the first days of Russia’s full-scale invasion,” he added.

The “Elizabeth Agreement” is a strategic partnership between Ukraine and Norway signed in Kyiv on 23 August 2026. It is named after Elizabeth of Kyiv (Ellisiv), daughter of Prince Yaroslav the Wise, who became Queen of Norway in the 11th century, symbolising the historical ties between the two nations.
Putin previously claimed during a meeting with French President Emmanuel Macron in Paris that Prince Yaroslav the Wise’s daughter Anna was “Russian”.
