Russia continues to attack Ukraine’s unified energy system, affecting Kyiv as well. In 2022, the Russian army struck the capital’s CHP Plants 5 and 6 with 12 missiles and drones. In 2023, it used seven; in 2024, none. In 2025, the enemy attacked with 19 means of destruction, and this year the capital’s energy sector has already suffered almost 50 hits. Today’s attack hit several sites in Kyiv and the Region, and the damage is quite serious.

All this time, specialists have been restoring the facilities. Kyiv Mayor Vitaliy Klitschko said this in the Verkhovna Rada at the invitation of MPs.

“This year we prepared under enemy shelling, and amid the show the authorities staged around the Resilience Plan, with a deceitful campaign claiming Kyiv is not working, not doing anything, with funds being blocked, which has frozen many energy-resilience projects and their implementation timelines not only in the capital — the situation is the same in many communities...” he said.

The mayor said the heating season has not yet begun, but Kyiv is already being blamed for its disruption. According to the city head, the priority energy-resilience measures have been completed.

He said the city has prepared nearly 700 high-capacity generators for heat-supply facilities and 70 mobile boiler units. There is a reserve water intake, and Kyivvodokanal has 103 generators. City hospitals and schools are equipped with generators.

By the end of the year, 21 hospitals will have their own boiler houses, the mayor said. He stressed that there is a shortage of workers, a halt to payments and constant attacks.

“Kyiv will stand,” he said, urging people to reject political point-scoring.

  • Klitschko noted that Kyiv has lost all of its own generation, and therefore now depends entirely on the unified energy system.
  • The city authorities are criticised for insufficient preparation for new attacks. Former head of the Recovery Agency Sukhomlyn noted that the city decided to repair the CHP plants instead of developing small facilities for heating.
