The Verkhovna Rada’s Budget Committee has recommended the draft state budget for 2027 for a first reading.
This was reported by Roksolana Pidlasa, Chair of the Budget Committee.
Experts reviewed more than 5,000 amendments and produced 90 final conclusions. Parliament plans to consider the document at first reading on or around 28 October.
Before preparing the draft for the second reading, MPs instructed the Cabinet of Ministers to work through a number of key changes across different sectors.
According to Pidlasa, in the defence and security sector MPs propose increasing service pay for military personnel, doubling the volume of state guarantees for defence-industry enterprises to UAH 60bn, allocating more funds for housing for Ukrainian Armed Forces personnel, and creating a subvention for centres that train citizens for national resistance.
In education and science, the committee added UAH 27m to pay teachers for work during the National Multi-Subject Test, increased funding for research institutions of the National Academy of Sciences of Ukraine by UAH 700m, and allocated an additional UAH 10m for the Ukrainian Leadership Academy. The government is also to consider expanding subventions for shelters in educational institutions, equipping workshops and ensuring their energy independence.
In healthcare, MPs earmarked UAH 150m for medicines to treat autoimmune and neuromuscular diseases, and also instructed officials to find funding for osseointegrated prosthetics for veterans and medical supplies for the Feofaniya hospital.
Pidlasa noted that to support the regions it is proposed to leave 4% of personal income tax in community budgets, not to withdraw the reverse grant, increase the resources of the State Fund for Regional Development, and direct additional funds to housing for internally displaced persons, including combatants and people with disabilities as a result of the war.
To develop the economy, the committee proposes allocating UAH 100m for humanitarian demining, cancelling budget funding for the “National Cashback” programme in favour of direct support for business, and allowing large-scale privatisation auctions with a reduced starting price to sell loss-making assets. MPs also propose increasing compensation for farmers for building farms, expanding concessional lending, and introducing guarantees for shipowners in Ukraine’s territorial waters.
In the social sphere, MPs instructed officials to carry out an inventory of legislation to decouple fines and payments from the subsistence minimum and the minimum wage, and in the public administration system to expand spending on the Foreign Ministry’s overseas diplomatic missions and on repairs to scanners for customs.
