The Verkhovna Rada’s Budget Committee has proposed taking into account 90 proposals from MPs to the draft state budget for 2027. In particular, the committee instructed the government to work on increasing servicemen’s pay and expanding state guarantees for defence enterprises ahead of the second reading.

This was stated by the Chair of the Verkhovna Rada Committee on Budget Roksolana Pidlasa (Servant of the People) while presenting the conclusions on the 2027 draft budget, LB.ua reports.

“We received from you 5,236 amendments to the draft state budget for 2027. As I have already said, this is a record for the past 24 years. But that did not prevent us from carefully considering all your proposals,” Pidlasa said, addressing MPs.

According to a preliminary estimate, taking the submitted amendments into account would require an additional UAH 13.5 trillion in total, the committee chair noted.

“That is almost two budgets for next year,” she stressed.

Many proposals do not meet the requirements of the Rules of Procedure, Pidlasa says

Pidlasa drew attention to the fact that many proposals, as always, do not meet the requirements of the Rules of Procedure because they are not balanced, or the proposed sources are not backed by calculations and are unrealistic.

“As a result of the working group and budget committee meetings, we proposed taking into account 90 proposals across all areas of our lives, from defence, social policy and healthcare through to local budgets,” she said.

The committee chair noted that in the defence sphere the committee instructed the government to work on several “critically important issues” ahead of the second reading of the budget.

These include increasing servicemen’s pay and the issue of expanding the volume of state guarantees for enterprises in the defence-industrial complex.

MPs, she said, are proposing to double the volume of these guarantees to UAH 60 billion.

“We are also instructing the government to work on increasing spending on the construction and purchase of housing for servicemen of the Armed Forces of Ukraine,” Pidlasa added.

In the healthcare sphere, the committee instructed the government to allocate additional funds for the procurement of medicines for patients with rare diseases, including achondroplasia, autoimmune diseases of the nervous system and neuromuscular diseases.

“These are additional funds on top of the UAH 21 billion for medicines that is already included in the draft state budget,” the committee chair explained.

Overall, Pidlasa said, the committee recommends that the Verkhovna Rada adopt, at first reading and as a whole, the draft resolution containing conclusions and proposals on the 2027 state budget and send the draft budget to the government for preparation for the second reading.

The first-reading vote is due to take place today, 27 October.
