Local businessman Ihor Pashchenko was gunned down in Kherson on 24 April. The local police launched a manhunt.
An unidentified man made several shots and fled. The businessman was killed on the spot, his guard was wounded and taken to hospital, according to the local news website Most.
Kherson city councillor Vitaliy Bohdanov said on Facebook that the killed businessman was in opposition to Volodymyr Saldo, a former MP and ex-city head.
The case is being investigated as a premeditated murder.
