Scoop of the day: Four new ministers nominated

Reshuffle

President Volodymyr Zelenskyy and Prime Minister Denys Shmyhal have submitted nominations for four new ministers to parliament. They are to replace those who resigned on 3 November.

President Zelenskyy proposed that Oleksiy Reznikov be appointed defence minister while Shmyhal suggested the appointment of Yuliya Svyrydenko as Ukraine's first deputy prime minister - minister of economy; Iryna Vereshchuk as deputy prime minister of Ukraine - minister for the reintegration of temporarily occupied territories of Ukraine; Pavlo Ryabikin as minister for strategic industries of Ukraine.

Zelenskyy has dismissed Vyacheslav Demchenko, head of the State Border Service of Ukraine's Intelligence Directorate.

The Cabinet of Ministers has appointed Ruslan Strilets as acting environment and natural resources minister due to Roman Abramovskyy's resignation.

The Cabinet of Ministers has dismissed the leadership of the State Environmental Inspectorate, including its head Andriy Malyovanyy and his deputy Viktor Kantsurak. The government appointed Kantsurak as state secretary of the Ministry of Agricultural Policy and Food, having agreed to dismiss Kateryna Avramenko from this post.

Gas

In October, 0.7bn cu.m. of gas was withdrawn from Ukrainian gas storage facilities. This figure is 3.5 times higher than last year, the press service of Ukrtranshaz has said.

The company cited the early start of the withdrawal season this year, two weeks earlier than last year, as well as the re-export by non-resident companies of some reserves for further sale on the EU market during the peak gas price period in autumn, as the reasons for the difference.

COP26

President Volodymyr Zelensky missed his speech at a session of the COP26 climate conference in Glasgow on reducing methane emissions. Zelenskyy was not in the room when he was announced by US Presidential Special Representative for Climate Change John Kerry because he was in a meeting with US Secretary of State Antony Blinken, Ukrainian Foreign Minister Dmytro Kuleba said on Facebook.

He said that Zelenskyy and Blinken had a "very important, extremely useful and extremely trustful conversation". Kuleba said that the Ukrainian delegation had warned the conference organisers. He accused Russian media of fanning up a false scandal.

Coronavirus

Health Minister Viktor Lyashko has suggested that Ukrainians should not listen to the advice of "anti-vaccinationists", but use verified information from the Health Ministry and the WHC on vaccination against coronavirus.

He also commented on the rally of vaccination opponents which took place in central Kyiv today. He called it "a mockery of doctors and relatives of the dead".

On the morning of 3 November, Ukraine reported 23,393 new Covid-19 cases registered in 24 hours. Some 5,935 patients were hospitalized and 720 died.

New York city council elections

A Chernivtsi native, Republican Inna Vernikov won the New York City Council's 48th District seat on 2 November.

Two Ukrainian crew members got killed when a Belarusian transport aircraft An-12 crashed near Russia's Irkutsk.

Crime

A Brazilian mercenary of the Russian occupying troops in Donbas, Rafael Lusvarghi, got sentenced to more than eight years in a high-security prison in a drug case in Brazil, Novynarnya has reported.

Lusvarghi was arrested in December 2016 in Boryspil, received a sentence in Ukraine for terrorism and was released during exchange. In May 2021, he was nabbed with illegal cargo in Brazil. Lusvarghi, 36, was found with 25 kg of marijuana, a cocaine-like substance and 350 rounds of ammunition.
