Yevropeyska Pravda has released the text of the final statement on Ukraine, agreed upon by 26 of the 27 EU member states at the Brussels summit.

The bloc’s nations emphasised that “peace through strength” should be achieved in Ukraine, based on full respect for the country’s territorial integrity. Ukraine must have the strongest possible starting position for negotiations, with a key factor being its military and defence capabilities.

The European Council outlined five principles for achieving peace:

  • No negotiations on Ukraine without Ukraine;
  • No negotiations on European security without Europe;
  • Any truce or ceasefire must be part of a broader process leading to a comprehensive peace agreement;
  • Ukraine must receive reliable and credible security guarantees;
  • Peace must be based on respect for Ukraine’s independence, sovereignty, and territorial integrity.

The European Union, along with its allies, remains committed to strengthening political, financial, economic, humanitarian, military, and diplomatic support for Ukraine and its people. It also pledges to increase pressure on Russia through sanctions to weaken its ability to wage war.
