Indonesia’s Ministry of Foreign Affairs is checking reports that its citizens have joined the Russian armed forces to take part in combat operations against Ukraine. Officials in Jakarta stress that if confirmed, such actions would be a personal choice by the individuals and would not reflect state policy.

Indonesian Foreign Ministry spokesperson Yvonne Mewenkang said on 31 August that, following the report from Ukrainian intelligence, checks are being carried out by the country’s diplomatic missions together with the relevant government agencies.
She said additional confirmation is needed regarding the person’s identity, citizenship, the recruitment process and the specific nature of their involvement in combat operations.
“Information regarding the person’s identity, citizenship, the recruitment process and the specific nature of this person’s involvement still requires additional confirmation,” Mewenkang said.
The investigation began after, on 27 August, Ukraine’s Foreign Intelligence Service reported that Russia had recruited at least eight Indonesian citizens into its armed forces.
At the same time, Jakarta is checking whether human trafficking, illegal recruitment or fraudulent employment schemes may have been used in bringing Indonesians into military service.
Indonesia’s Foreign Ministry said that if it is confirmed that a citizen became a victim of such a process, the government will take the necessary measures to protect them in accordance with the law.
At the same time, the Foreign Ministry spokesperson stressed that Indonesian law provides for legal consequences for citizens who join foreign armed forces. These include the possible loss of citizenship once all circumstances have been established.
Indonesia’s Foreign Ministry also urged citizens to be extremely cautious when considering job offers abroad, especially in active conflict zones or in roles that may involve military engagement.
Officials in Jakarta stressed that Indonesia’s diplomatic position on the war remains unchanged. The country supports a peaceful settlement of the Russia–Ukraine conflict and emphasises the importance of adhering to international law and the principles of the UN Charter.
