At its sitting on 3 September, the Verkhovna Rada backed the resignation statements of Servant of the People MPs Andriy Zhupanyn and Ostap Shypaylo. They entered parliament via the party list, so the Rada is set to be joined by two new MPs in their place.
In the previous vote on 19 August, the decisions failed to secure enough votes. Zhupanyn and Shypaylo submitted their resignation statements last month.
At the time, according to LB, around 20 MPs in total filed requests to relinquish their parliamentary powers. One source said that there is a principled position within the faction not to let single-mandate MPs step down.
Andriy Zhupanyn is Deputy Chair of the Verkhovna Rada Committee on Energy and Housing and Communal Services. He is a member of the Temporary Special Commission of the Verkhovna Rada of Ukraine on protecting investors’ rights, a member of the Executive Committee of the National Parliamentary Group in the Inter-Parliamentary Union, a member of the Permanent Delegation to the NATO Parliamentary Assembly, co-chair of the inter-parliamentary relations group with the Kingdom of the Netherlands, secretary of the inter-parliamentary relations group with the Republic of Kazakhstan, a member of the inter-parliamentary relations group with the Federal Republic of Germany, a member of the inter-parliamentary relations group with the French Republic, the inter-parliamentary relations group with the Swiss Confederation, the inter-parliamentary relations group with the Republic of Slovenia, the inter-parliamentary relations group with the Republic of Korea, and the inter-parliamentary relations group with the United Kingdom of Great Britain and Northern Ireland.
Ostap Shypaylo is a member of the Committee on Economic Development. According to information on the Servant of the People website, he graduated from Ivan Franko National University of Lviv with a degree in “organisation management”, and also from the Institute of Postgraduate Education and Pre-University Training at Ivan Franko National University of Lviv with a specialisation in “legal regulation of the organisation of public administration and local self-government”. He is a lawyer. He headed Carpathbud Development LLC and the subsidiary Lvivska Enerhetychna. He held managerial positions in various companies.
