Votes in the Verkhovna Rada will be secured for 75% of the bills required to provide further financial assistance from partners. Finding votes for the remaining 25% may be more difficult.
First Deputy Speaker of the Verkhovna Rada Oleksandr Korniienko said this at an event organised by LB and EFI Group, “Autumn-Winter 26–27: the main challenges of war, politics, society, business, and life-support systems”. He explained that different sums are earmarked for different packages of documents.
In particular, substantial sums are earmarked for the adoption of the Labour Code, and around a billion hryvnias is also expected to be provided after the adoption of an anti-corruption bill.
“I wouldn’t dramatise the votes to the point of saying there are none at all. We analysed the entire package with the government, and the figures there are extraordinary. Twenty-seven bills need to be submitted and 16 drafted. That is all the money in the country. If we do not vote all this through, we will have no money other than our taxes. And taxes go to the army; accordingly, we would have to take from those taxes and there would not be enough for the army or, first and foremost, for public-sector salaries,” he said.
Korniienko added that if you analyse the whole package, 75% is “voteable; it simply requires time and agreements on the final wording”.
As for the contentious bills, including the taxation of postal shipments, discussions are ongoing. Business representatives were invited to a faction meeting and argued their position “against” on the grounds that it would also hit Ukrainian entrepreneurs.
Asked how many Servant of the People MPs consistently come to work and take part in votes, Korniienko said that 180 is an optimistic figure.
