Ukraine did not receive any warning from its partners about the missile strike on Kyiv.
President Volodymyr Zelenskyy said this in an evening video address on 13 October.
“Yesterday, unfortunately, there was a ballistic strike on Kyiv, and there was no warning from partners about this strike. Usually there is such a warning, and it is a very significant thing — it helps our defence. There were five ballistic missiles, and in effect our Armed Forces saw them only a few seconds before the strike. And that is precisely why we tell our partners that their co-operation with Ukraine provides greater protection for life, makes it possible to save more people and to stop Russian killings,” Zelenskyy said.
The head of state stressed that “our military and intelligence services must co-operate at the fullest level, and on our side everything necessary is in place”, so the Ukrainian side is counting on “the same level from our partners as well”.
Zelenskyy also commented on the situation regarding talks with the United States on a ceasefire.
“We are also in constant communication with the American side. Our teams are talking. And we must work for peace, we must look for options for the right course of action. Ukraine is ready for meetings; Ukraine supported the President of America on the issue of an energy ceasefire. Russia must also be part of this agreement. Our team has sent the American side relevant proposals regarding possible next meetings and our next talks,” Zelenskyy said.
The President added that he is ready for a meeting in the coming days and that he “passed this proposal through my team to Steve Witkoff and Jared Kushner”.
- On the evening of 12 October, the Russian army used missiles against Kyiv. The first explosions were heard even before the air-raid alert. The Air Force reported the use of high-speed targets.
- The Financial Times, citing sources, wrote that the United States had warned Ukraine about a possible halt to intelligence sharing. This was supposedly to happen if Kyiv did not stop strikes on Russian oil refineries.
- The US administration has already suspended intelligence sharing with Ukraine: in March 2025, co-operation was halted for eight days after a dispute between Donald Trump and Volodymyr Zelenskyy.
- Despite this, Foreign Minister Andrii Sybiha said at the Warsaw Security Forum that our country continues to receive intelligence information from the United States.
- According to the minister, co-operation with the American side in the field of intelligence is continuing. He also explained the delayed air-raid alert announcement on the night of 13 October by Russia’s use of a particular type of weapon.
