Another 11 Ukrainian citizens have been brought back to territory under Ukraine’s control.

This was reported by Ombudsman Dmytro Lubinets.

According to him, some of the people needed medical assistance.

“Among those who managed to leave was a married couple for whom the journey home effectively began twice. The woman had previously managed to leave the occupied territory. However, her husband fell seriously ill and ended up in intensive care. She returned to be by his side and, after his condition improved, organised their departure again. Today they returned to Ukraine together. The man will now undergo a medical examination and further treatment. We found the family accommodation and will help them settle in and, in effect, rebuild their lives from scratch after the occupation,” the ombudsman said.

He noted that this year the Ukrainian side has managed to significantly strengthen co-operation with the International Committee of the Red Cross on the return of civilians who need help leaving the occupied territories.

“The Office of the Ukrainian Ombudsman is effectively the only state institution that systematically organises the return of citizens from the temporarily occupied territories via the humanitarian route ‘Mokrany — Domanove’. We work with people who often have no possibility of leaving on their own, and we co-ordinate assistance at every stage of their return,” Lubinets stressed.

According to him, through this border crossing point from 24 May 2024 to 15 October this year, 24,953 people returned to Ukraine, including 2,054 children.

“In 2026 alone, 11,815 people, including 802 children. Since 2024, this record-keeping began after the Ombudsman’s Office joined the work at the border,” Lubinets noted.
