The Verkhovna Rada has backed at first reading a draft resolution on conclusions and proposals to the draft law on the state budget for next year. A total of 232 MPs voted in favour, according to the live broadcast of the sitting.

This is the first stage in adopting the state budget. The document contains 90 proposals that the Budget Committee compiled on the basis of 5,236 amendments submitted by MPs, the Verkhovna Rada press service said.

Finance Minister Serhii Marchenko, speaking to MPs, stressed that the main priority of the 2027 budget is the security and defence sector, with everything else dependent on available resources.

“We were present at the Budget Committee for more than nine hours. The discussion was active. The priorities are clear, and the MPs’ proposals are clear. We treated each proposal with due attention,” Marchenko said.

At the same time, he noted that the budget must be balanced.

“This is not about certain defined priorities; it must be a balance of everyone’s interests in the country. So we understand the main priority — the security and defence sector — and then we will decide based on the resources available,” the head of the Finance Ministry explained.

In addition, Marchenko said the government is working actively with international partners to ensure the budget is financed, calling it a key task at present.

“For all our desire to live better, we need to understand at whose expense we will live better,” the minister stressed.

He said this means either relying on domestic taxpayers, whose capacity is currently quite limited due to constant shelling, or on partners who genuinely want to help Ukraine in 2027 as well.

“We support the Verkhovna Rada draft resolution on conclusions and proposals, which предусматривает both an increase in spending and a number of instructions to the government to work through ahead of the second reading,” Marchenko said.

The minister added that the government is continuing to work with MPs and international partners to ensure the budget is, above all, realistic and practical to implement.

“This is our key task, because we cannot allow a situation in which we adopt a budget that we then will not be able to implement,” he emphasised.

Next, the government will refine the budget The Verkhovna Rada has backed at first reading a draft resolution on conclusions and proposals to the draft law on the state budget for next year. A total of 232 MPs voted in favour, according to the live broadcast of the sitting.
