Russia continues to strike energy facilities. The enemy has already carried out about 500 strikes on facilities under construction. Around 100 pieces of specialised equipment have been damaged, and 40 construction workers have been injured.

Infrastructure and Restoration Minister Mykola Kalashnyk said this during the government question time in the Verkhovna Rada. The additional funding needed to complete what has already been started and to begin building the next phase of protection for the facilities is about 60 billion hryvnias.

“Engineering protection measures are being implemented at 601 elements. These include major substations and heat and water supply facilities. As of today, completion stands at 72%. Budget funding for this type of work totals 47 billion,” he said.

So far, 109 protective structures have been built. If the current pace is maintained, another 134 facilities will be completed in November and 197 in December.

In distributed thermal generation, 343 facilities with a design capacity of 3.2 GW are in operation. About 1.5 GW is expected to be brought online in the coming months, with a further 800 MW in the first quarter of next year.

In 14 regions, 30 water supply projects are being implemented, intended to provide drinking water to around 10 million people.

Separately, Mykola Kalashnyk stressed the enemy’s plans against Kyiv. The Russians want to damage transport links and leave Kyiv residents without electricity, heat and water. Implementation of the city’s Resilience Plan is being ensured both by Kyiv itself and by the state. The city is carrying out protective work at 14 facilities.

“The average level of completion is 82%. Where the central authorities are implementing it, across 26 facilities, the percentage is higher—86%,” Kalashnyk said.

Over the past month, Russia has systematically attacked bridges in Ukraine—in Kyiv, Zaporizhzhia, Dnipro and Kharkiv.
