Russian occupation forces badly damaged the infrastructure and facilities of the Luhansk region.
This was announced by the Head of the Regional Military-Civil Administration Serhiy Haidai.

However, our heroes - utility and gas workers, electricians, and others - are trying to create something out of nothing, and it works. For example, today in Lysychansk after 10 days of darkness on the squares of 40 years of Victory, Youth, partly Central, and Friendship of Peoples, light has appeared, mobile communication is still intermittent, "Gaidai said.
The head of the Luhansk Regional military Administration stressed: 19 March is "an extremely important day, we keep our fingers crossed. A safe passage should be launched to deliver humanitarian aid to the communities of the region."
He said that fighting was continuing in Rubizhne and Popasna, and the Russians had not advanced further. Hirske, Kreminna, Lysychansk, and Severodonetsk remain to be Ukrainian cities, but they are still under fire.
"I appeal to OUR recently occupied: Starobilsk, Milove, Markivka, Troitske, Svatove, Bilovodsk, Novopskov, Bilokurakine - soon the invaders will stop mocking ...No dice, racists, no Luhansk region," Gaidai added.
On 18 March Gaidai refuted the Russian fake about allegedly full capture of the Luhansk region.
