The Cabinet of Ministers will be reformatted in Ukraine. The Government Centre, which will be under the Prime Minister's authority, is to be set up, and some ministries will be merged.

According to ZN.ua, President Volodymyr Zelenskyy reached the relevant agreement at a meeting with the participation of the Prime Minister, deputy prime ministers and several ministers. At this meeting, they agreed on the concept of building the Cabinet of Ministers.

"The new government structure is likely to have 14 ministries instead of the current 20," the journalists noted.

The Ministry of Communities and Territories Development, the Ministry of Infrastructure and the Government Office for the Reintegration of the Temporarily Occupied Territories will be merged into the Ministry of Infrastructure and Territories Development.

The Ministry of Culture and Information Policy will receive functions on Euro-Atlantic integration and will become the Ministry of European Integration, Culture and Information Policy.

The Ministry of Economy, the Ministry of Strategic Industries (partially) and the Ministry of Agrarian Policy and Food will be merged into the Ministry of Economic Development.

The Ministry of Digital Transformation, the National Agency of Ukraine for Civil Service (civil service) and the Ministry of Strategic Industries (partially) will be merged into the Ministry of Digital Transformation.

The Ministry of Veterans Affairs and the Ministry of Social Policy will become the Ministry of Veterans Affairs and Social Policy.

The Ministry of Ecology will change its name to the Ministry of Ecology and Natural Resources.

Other ministries remain unchanged: Ministry of Energy, Ministry of Foreign Affairs, Ministry of Internal Affairs, Ministry of Health, Ministry of Defence, Ministry of Finance, Ministry of Justice and Ministry of Education and Science.

The reduction of the maximum number of ministries' and other central executive bodies' personnel is also expected, in some cases - by more than a half.

In the central offices of the ministries - from 9,200 to 2,800 employees, in the territorial bodies of the ministries - from 17,000 to more than 7,000 employees, in the central offices of other central executive bodies - from 13,000 to 4,300 employees, in the territorial bodies of other central executive bodies - from about 80 to more than 40,000 employees. In addition, the management structure is changing. The Government Centre, directly subordinated to the Prime Minister, will be coordinating strategies and programs.

The presentation of the General Plan for the transformation of the executive power in Ukraine, which took place in June, proposed reducing the number of ministries to 12. The plan was provided to LB.ua by interlocutors from the government.

In particular, it proposed that the government should be formed (preliminarily) by: 

  • Ministry of Community Development, Infrastructure, Territories and Reintegration
  • Ministry of Public Service Transformation
  • Ministry of Justice, Development of Democratic Institutions and Inclusion
  • Ministry of Finance
  • Ministry of Innovation and Economic Development
  • Ministry of Energy, Sustainable Development and Natural Resources
  • Ministry of Human Capital Development
  • Ministry of Welfare and Productive Forces Development
  • Ministry of Health and Accessibility
  • Ministry of Public Security
  • Ministry of Defence
  • Ministry of Foreign Affairs and European Integration

The first information about possible mergers of ministries began to spread when Oleksiy Chernyshov, who headed the Ministry of Regional Development, replaced the Head of Naftohaz of Ukraine, Yuriy Vitrenko. Then LB.ua sources said that the government was considering merging the Ministry for Communities and Territories Development and the Ministry of Infrastructure.
