Russian troops have fired on liberated Kherson, damaging a residential high-rise in the Ostriv neighbourhood, the head of the Kherson regional council, Yuriy Sobolevskyy, has said on Telegram.
According to Kherson news outlets, the sheling took place on 19 November.
