Three civilians were reported killed and 14 more injured by a Russian strike on Kostyantynivka in Donetsk Region on the morning of 28 January, the head of the regional military administration, Pavlo Kyrylenko, has said.
"Kostyantynivka is a town relatively far from the front line, but it is still constantly suffering from enemy attacks. Everyone who still stays in the city is in mortal danger - the Russians are hitting civilians because they are not able to fight the Ukrainian army," Kyrylenko said.
