The decision was taken after the recent killing of French volunteers by a Russian strike at Beryslav.

Foreign volunteers will not be able to enter certain communities in Kherson Region, which are at particular risk of Russian attacks, without the authorization from the regional military administration and military command.

The Kherson regional military administration explained that the decision was taken after French volunteers had been killed by the Russian shelling of Beryslav on 1 February.

The new regulation applies to representatives of foreign consular offices and international organisations.

The ban applies to the following settlements: Kizomys, Veletenske, Berehove, Yantarne, Dniprovske, Bilozerka, Pryozerne, Komyshany, Zymivnyk, Antonivka, Prydniprovske, Sadove, Mykilske, Ponyativka, Tokarivka, Novotyahynka, Ivanivka, Tyahyanka, Lvove, Olhivka, Burhunka, Mykolayivka, Odradokamyanka, Kozatske, Vesele, Beryslav, Novoberyslav, Zmiyivka, Chervonyy Mayak, Novokayiry, Respublikanets, Mylove, Kachkarivka, Sablukivka, Dudchany, Havrylivka, Mykhaylivka, Zolota Balka and Osokorivka.

"Unfortunately, two French citizens, volunteers of the HEKS EPER organisation, were killed in an enemy attack on Beryslav the other day. Three of their fellow citizens and a Ukrainian were wounded. In wartime, no one can guarantee safety, but we must clearly record the presence of people in areas of active hostilities," said Dmytro Butriy, first deputy head of the Kherson regional military administration and deputy head of the regional defence council.
