According to The Times, President Volodymyr Zelenskyy's victory plan, which he is presenting in the United States this week, contains four main points. The first is a request for security guarantees for Ukraine, similar to the mutual defence agreement between NATO members.
The second is the continuation of the Kursk operation, which should help to strengthen Ukraine's bargaining position during the negotiations. The third is a request for specific advanced weapons, and the fourth is international financial assistance to Ukraine's economy.
The Ukrainian president will be the first to present the full plan to his American counterpart, Joe Biden, on Thursday. He will also show it to both presidential candidates.
During Zelenskyy's visit, Washington is unlikely to announce whether it will give Ukraine permission to use long-range weapons on Russian territory, including the British-made Storm Shadow. While the West has been hesitant to allow Ukrainians to hit Russian military targets, Russia has pushed them beyond the range of these weapons.
A plan for victory
For the first time, Volodymyr Zelenskyy spoke about the existence of a victory plan that he wanted to present to Biden in August. He said that this plan was being worked on and that it was designed to force Russia to end the war. The success of the plan depends on the American president, Zelenskyy said at the time. On 18 September, work on the plan was completed, and this week Volodymyr Zelenskyy went to present it.
In addition to Biden, Ukraine wants Republican candidate Donald Trump and Democratic candidate Kamala Harris, as well as the US Congress, to be briefed on the plan. After that, the details of the plan should be made public.
The Ukrainian president believes that the victory plan can seriously strengthen Ukraine's position: "If our partners support it, it will definitely make it easier to force Russia to end the war diplomatically."
In general, the plan consists of four points. One of them is the Kursk operation. The plan is about strengthening Ukraine before the second Peace Summit, which is scheduled for November and to which they would like to invite representatives of the aggressor country. If Biden rejects this plan, Ukraine will follow Plan B, Zelenskyy said.
