President Volodymyr Zelenskyy will first discuss the plan for Ukraine's victory with US President Joe Biden, as it depends on the amount of aid.
He said this at the opening of the Crimean Platform Summit. Zelenskyy called the plan a serious strengthening of Ukraine.
"And, in my opinion, it will have a psychological, political, and different types of influence on Russia's decision to end this war," he said.
The plan will be presented before the second peace summit.
"If partners support it, it will definitely make it easier to force Russia to end the war diplomatically," he said.
Regarding negotiations with Russia, the Ukrainian president said that someone must have the authority to do so. And he has not given such authority to anyone.
