The government has made a number of decisions to attract additional resources for recovery projects, Prime Minister of Ukraine Denys Shmyhal announced during a Cabinet meeting on 1 April.
“Our goal is to rebuild here and now, according to new standards and in clearly defined areas,” he said, adding that, according to the RDNA4 assessment, the housing sector will require almost $84 billion for recovery over the next decade.
The Prime Minister stated that at today’s meeting, the government had secured €100 million – more than UAH 4.8 billion – from the Council of Europe Development Bank as part of the HOME project. These funds will be used to compensate owners of destroyed housing under the eRestoration programme.
“Last year, the Bank helped finance 2,800 housing certificates. Thanks to the new funding, we will be able to pay for another 3,600 housing purchase certificates,” said Denys Shmyhal.
Additionally, the government has decided to provide housing for internally displaced persons (IDPs).
“The Council of Europe Development Bank is providing Ukraine with €50 million. These funds will be enough for concessional lending to around 1,100 IDP families,” the Prime Minister said.
He also noted that the World Bank is actively supporting housing rehabilitation projects through the HOME programme. Thanks to this initiative, more than 87,000 Ukrainians have already received compensation for damaged housing. The programme also plans to restore up to 200 multi-storey buildings.
