Today, 30 May, the Cabinet of Ministers approved amendments to the Procedure for reserving conscripts at the request of the Ministry of Economy. They expand the possibilities for retaining human resources for enterprises that ensure the country's defence capability during martial law, according to the government portal.
The main changes are as follows
- Reservation of 100% of military personnel from enterprises, institutions, and organisations that are critical to meeting the needs of the Armed Forces of Ukraine and other military formations.
- Special conditions have been introduced for enterprises that protect energy facilities. Such enterprises may apply any three of the established criteria - currently, the criteria regarding the absence of tax arrears and an average salary of at least UAH 20,000 per enterprise are not mandatory. The requirement for an average monthly salary of at least UAH 20,000 for reserved employees has also been abolished for them.
‘This decision allows the state to respond more flexibly to defence needs and maintain the smooth operation of enterprises that play a critical role in providing for the population and protecting the country. We support both energy companies and those involved in supplying the army — from drones to medical training,’ said Deputy Minister of Economy of Ukraine Vitaliy Kindrativ.
The conditions for reservation remain unchanged:
- The enterprise must be included in the list of critically important enterprises — upon the recommendation of the relevant authority (Ministry of Defence, Ministry of Energy, etc.).
- Applications are submitted exclusively in digital format through the Diia portal.
- The responsibility for compiling lists of enterprises lies with the authorised state bodies.
The government also reminded that the current procedure for reserving employees remains digital, transparent and unified — through the single state portal Diia.
