All European Union member states have agreed to open negotiation clusters 2 and 3 for Ukraine and Moldova. This was reported by Ireland’s Minister of State for European Affairs, Thomas Byrne.

“‘Montenegrin Monday’ will be followed by another ‘Super Tuesday’ for Albania, Moldova and Ukraine. I can confirm that all EU member states have agreed to open clusters 2 and 3 for Ukraine and Moldova, to close chapters 17, 18 and 19 for Albania, and chapter 20 for Montenegro,” Byrne wrote on X.

According to the Council of the EU, the fourth meeting of the Ukraine–EU Accession Conference will take place on 13 October 2026 in Luxembourg.

The meeting is expected to launch negotiations under two clusters: cluster 2, “Internal Market”, and cluster 3, “Competitiveness and Inclusive Growth”.

  • It was previously reported that Hungary may soften its veto on advancing talks on Ukraine’s accession to the European Union. At the same time, Budapest’s full political support depends specifically on the Verkhovna Rada approving a law expanding opportunities for the education of national minorities. The issue of the rights of the Hungarian minority in Ukraine has long remained one of Budapest’s key concerns.
  • According to the FT, passing the law could make it possible to formally begin the procedure for opening new negotiation clusters ahead of the EU leaders’ summit in Brussels on 15–16 October.
