The European Commission expects the United States to brief its allies on the outcome of talks between Trump’s special envoy Steve Witkoff and Russian dictator Vladimir Putin.

The statement was made by the European Commission’s chief spokesperson, Paula Pinho, European Pravda reports.

According to Pinho, one of the main aims of the Oslo summit was to explore the possibility of a new negotiating format that would involve Russia. In effect, there is an effort to bring Ukraine and Russia to the same negotiating table.

“Ahead of the announced talks by the American side with President Putin in St Petersburg, the main objective was to determine whether there are prerequisites for a possible move to trilateral or even multilateral negotiations in which Ukraine and Russia would be present at the same table,” Pinho said.

The Commission spokesperson added that the European Union is expecting a briefing from the American side after the meeting in St Petersburg concludes.

  • On 20 October, a meeting took place in Oslo involving Volodymyr Zelenskyy, Finland’s President Alexander Stubb, Norway’s Prime Minister Jonas Gahr Støre, and US special envoy Steve Witkoff.
  • The participants discussed proposals for achieving peace, security guarantees for Ukraine, and post-war reconstruction.
  • According to Zelenskyy, Washington agrees on the need to provide Ukraine with strong security guarantees. Among the options under consideration is a mechanism similar to Article 5 of the North Atlantic Treaty.
  • The American side described the talks as constructive.
  • On 21 October, Witkoff travelled to St Petersburg, where he delivered the proposals to Putin.
