A former head of a state-owned enterprise that is part of Ukrspetsexport and has exclusive authority to export and import military goods has been notified of suspicion. According to information from NABU and the SAPO, in 2015 the then head signed a contract with a foreign company that was to receive remuneration for intermediary services during the sale of Ukrainian military products.
However, in practice the state-owned enterprise conducted negotiations with the customer from a Middle Eastern country on its own. The foreign company did not take part.
“Despite this, during 2018–2019 the former head signed certificates for allegedly provided agency services and arranged for funds to be transferred to the foreign company,” the statement says.
The services were not provided, and false information was entered into the documents. As a result, the state-owned enterprise suffered losses of more than $43m, which amounts to 30% of the total contract value.
The suspicion was announced under Part 5 of Article 191 of the Criminal Code of Ukraine (misappropriation of another person’s property through abuse of office on an especially large scale) and Part 1 of Article 366 of the Criminal Code of Ukraine (preparation and issuance by an official of knowingly false official documents).
