Minister of Social Policy Maryna Lazebna announced that the government had approved a mechanism for timely payment of social benefits and subsidies to people when social security authorities cannot work in certain settlements due to active hostilities.
"The occupiers hope that their efforts to arrange a humanitarian blockade will paralyze the authorities, forcing them to give up and say they do not have the opportunity to work and leave people. Maybe they are judging us by themselves. However, this will not happen in Ukraine," she said.
Thus, when the social security authorities are physically unable to work due to the war, the Ministry of Social Policy at the central level will provide funding for cash benefits and subsidies following the existing registers of recipients and procedures for secure information exchange.
The Ministry will direct the funds to Oschadbank JSC, and Oschadbank JSC will ensure their transfer directly to the people.
Oschadbank JSC will transfer funds to citizens' bank accounts who received payments through banks.
For those citizens who received payments through Ukrposhta, Oschadbank JSC will make a money transfer through the international payment system "MY TRANSFER".
"To receive a money transfer, it is enough to address any branch of the Oschadbank in Ukraine with a passport and an individual tax number. Citizens can do it within 60 calendar days from the date of crediting the transfers," the statement says.
"Since we have started the implementation of the Unified Information System of the social sphere, we have been prepared for such force majeure, so we can offer solutions to protect people. After all, one of the main tasks of building the UISSS was to ensure the centralized crediting of benefits and subsidies; their immediate transfer to people's accounts, so as not to transfer money from the centre to the region, then to districts and cities and only then to people," said Lazebna.
The state will continue to pay the appointed state social benefits to people during martial law, plus one month after its termination.
