According to him, the National Police is currently recording all committed war crimes, questioning locals and collecting pieces of evidence.
“Rape, committed by an occupier while a military conflict, is considered a war crime. There is no limitations period for it. A guilty person receives punishment. He/she is wanted and can be arrested in any country he/she stays and delivered up to Ukrainian justice,” underlined Monastyrskyy.
He also added that, if one was killed, there are disinterment and other expert examinations that are needed for discovering evidence of a crime and defining relation to the one who committed it. The DNA test will show if he really did.
“Not only a criminal but his commanding officer will bear the responsibility,” underlined Monastyrskyy.
Recently, while intelligence mission, the National Guard of Ukraine has found a book with staff and positions descriptions, a list of names of personnel, combat, and numeric units. That will let to identify all the persons who were in the Ukrainian cities as well as speed up the search for war criminals.
“Over 600 raiders were detained during wartime. The biggest number of war crimes are recorded in Kyiv oblast – 1,200 cases,” added the Minister.
The head of the Ministry asked citizens to take time and not to return to their cities. “This area is still pretty dangerous and I am asking people not to come back home now. The local authorities will inform as soon as it is safe.”
After the war crimes committed in Bucha by russian troops got publicity Germany suggested making a tribunal for punishing guilty people like it was in Yugoslavia.
4 April 2022 the Ukrainian intelligence force made public the list of occupiers who are responsible for atrocities in Bucha.
