In his interview to the German TV channel Die Welt, Igor Zhovkva, Deputy Head of the Office of the President of Ukraine, explained why the visit of the President of the Federal Republic of Germany Frank-Walter Steinmeier was not expected in Kyiv.

"A state visit is a formal visit by a head of state to a foreign country, which occurs at the invitation of the head of state of that foreign country, otherwise it is considered rude and against protocol," he said.

The Deputy Head of the Office of the President of Ukraine stressed that under current circumstances every visit of a foreign leader to Ukraine is "not simply a courtesy visit, but should tag along concrete actions for Ukraine".

"In the case of the President of Germany, the agenda could include oil embargo, or new supplies of weapons, especially heavy weapons, or rapid accession to the EU, or significant financial assistance," - said Zhovkva.

"If German leadership is ready for any or all of these items, we will always be happy to welcome a leader who can bring them to action", - he added.

According to German media outlets, German president Frank-Walter Steinmeier abandoned plans to visit Kyiv and admitted he would not be welcome there, following recent backlash over his closeness to russia.

Earlier, Steinmeier has admitted to mistakes in his government's approach towards russia. 

During a joint press conference with Polish President Andrzej Duda, Steinmeier also stressed that Germany will continue to supply weapons to Ukraine despite its "security philosophy". 

As for sanctions, Frank-Walter Steinmeier stressed that the EU should increase economic pressure on russia and at the same time start to reduce energy dependency from russia. Germany, for example, cannot quickly give up russian energy.
