Russian troops have shelled Kupyansk District, Kharkiv Region, according to regional military administration head Oleh Synyehubov.
The attack targeted a cafe in the village of Podoly.
According to medics' early reports, two people were killed and one more person was injured.
Emergency services are working on the site.
