On 31 October, President Volodymyr Zelenskyy chaired a meeting of the Supreme Commander-in-Chief's Staff.

The meeting discussed security in the Black Sea: the unimpeded operation of the "grain corridor", counteraction to Russia's actions that threaten peaceful navigation, and the reduction of its fleet's capabilities.

The meeting heard reports from Oleksiy Neyizhpapa, Commander of the Ukrainian Navy, Kyrylo Budanov, Chief of the Main Intelligence Directorate, and Vasyl Malyuk, Head of the Security Service of Ukraine.

They discussed the security of Odesa Region: protection of the population, energy facilities and port infrastructure, strengthening of the regional air defence system, air defence and protection of critical infrastructure in the border and frontline regions. Air Force Commander Mykola Oleshchuk delivered a report.

The president and the participants of the meeting also discussed the situation at the frontline, in the areas of Kupyansk, Avdiyivka and Kherson. They listened to reports from Commander-in-Chief Valeriy Zaluzhnyy, commanders Oleksandr Syrskyy, Oleksandr Tarnavskyy, Andriy Hnatov, Eduard Moskalyov and Yuriy Sodol.

The meeting of the Chiefs of Staff also focused on increasing domestic production of artillery systems and NATO-type ammunition. They discussed delivery schedules from partners. Minister of Defence Rustem Umerov and Minister of Strategic Industries Oleksandr Kamyshyn also made reports.
