Based on the materials of the Security Service of Ukraine (SBU) and the State Bureau of Investigation, MP Oleksandr Dubinskyy has been declared a suspect under Article 332 of the Criminal Code of Ukraine (illegal transfer of persons across the state border).

The SBU did not directly name the MP, but the published photos and previous reports from law enforcement agencies indicate that it is Oleksandr Dubinskyy.

"According to the investigation, the MP managed to illegally transport his civil wife's brother to a neighbouring European country. To implement the fraud, the MP used a controlled NGO to register the 'right people' in the Shlyakh system as alleged volunteers," the SBU said in a statement.

According to law enforcement, the MP kept some of the documents necessary for the fugitive to escape from Ukraine with his former assistant, a member of the Kyiv City Council of the 8th convocation, as well as with the director of the controlled NGO.

During the searches, law enforcement officers seized flash drives and mobile phones with evidence of illegal activity; seals, letters, contracts and other documents used to enter false information into the Shlyakh system.

The director of the NGO was also served a notice of suspicion under Article 332 of the Criminal Code of Ukraine (illegal transfer of persons across the state border).

The issue of choosing a measure of restraint for the defendants is currently being considered, and the pre-trial investigation is ongoing.

The article provides for a sentence of up to seven years in prison.

Dubinskyy is already suspected of forging documents for travelling abroad.
