The National Anticorruption Bureau and the Specialised Anticorruption Prosecutor's Office have served suspicion notices to two people who offered a bribe to Deputy Prime Minister for Reconstruction of Ukraine Oleksandr Kubrakov.
According to the NABU press service, the owner of a private company offered the head of the Ministry of Regional Development real estate in newly built buildings with a total area of more than 5,200 sq m and an estimated value of more than UAH 170 million.
In return, Kubrakov had to uphold the agreements concluded with the company on the construction of a residential complex on the land plot of the Ministry for the Development of Communities, Territories and Infrastructure, as well as facilitate the obtaining of permits and necessary approvals. To conceal the crime, the property was to be registered in the name of a trustee of a top official.
At the time of the crime detection, detectives and prosecutors documented the registration of 15 apartments in Kyiv in the name of a trustee.
The head of a state-owned enterprise was also served with a notice of suspicion. According to the SAPO, the state-owned enterprise is managed by the Ministry for the Development of Communities, Territories and Infrastructure. A number of agreements were concluded between this enterprise and a private developer company for the construction of residential buildings on state-owned land.
This is the third high-profile exposure today. First, MP Andriy Odarchenko was caught trying to bribe Mustafa Nayem, head of the State Agency for Reconstruction, with bitcoins. In exchange for the money, the MP asked for assistance in obtaining funds from the fund for liquidation of the consequences of Russian armed aggression for the repair of the infrastructure facility under his control.
Later, the NABU and the SAPO exposed the offer of a bribe by current MP Serhiy Labazyuk, who is also the owner of a large construction and agricultural business. In August 2023, the MP approached a top official of the Ministry of Reconstruction with a request to award his company contracts for the reconstruction of infrastructure facilities worth UAH 1 billion. For this, he promised a "reward" of 3-5% of the value of each contract.
