The SBU identified another Russian army commander who committed war crimes on the territory of Ukraine. It was established that this person gave the order to shoot four civilian residents of Bucha, according to SBU post on Telegram.
The perpetrator is Lt Col Oleksandr Dosyagayev, the commander of the 2nd Battalion of the 104th Regiment of the 76th Air Assault Division of the Russian Airborne Forces. After the invaders escaped from the Kyiv Region, the highest military and political leadership of the Russian Federation awarded Dosyagayev the 'Order of Courage' and the 'Hero of Russia' star.
It has been established that in early March 2022, he led the actions of enemy paratroopers who captured Bucha. His subordinate unit took an active part in the so-called 'cleansing' and filtration activities aimed at suppressing the resistance movement and intimidating the residents of the region.
During one of these punitive measures, on the order of their commander, enemy paratroopers shot 4 civilians on the roadway for two hours. The victims were a local resident and three volunteers who were passing by in their own car. All victims died on the spot from multiple gunshot wounds.
Based on the evidence collected, SBU investigators served Dosyayev with a notice of suspicion under Part 2 of Article 438 of the Criminal Code of Ukraine (violation of the laws and customs of war, combined with premeditated murder).
The information about the possible death of Dosyayev in the war in Ukraine is currently being checked. His death is not a reason to stop the investigation and identify all accomplices and perpetrators of the crime.
The operation was carried out by the SBU Office in Kyiv and Kyiv Region jointly with the SBU Main Directorate of Internal Security under the supervision of the Kyiv Region Prosecutor's Office.
The Kyiv Prosecutor's Office established that during the occupation of Kyiv Region, 1,139 civilians were tortured, ill-treated and injured by Russian soldiers during the partial occupation of Kyiv Region.
