Russia's National Anti-Terrorist Committee has decided to introduce a "counter-terrorist operation" in the Bryansk Region, neighbouring Kursk.
The measures were explained by the "increased level of sabotage and terrorist threats from Ukraine". During the counter-terrorist operation, Russian Security Forces are authorised to disconnect communications, monitor telephone conversations and break into residential and non-residential premises without the owner's consent.
Despite the fact that there are active battles in the Kursk Region, the Russian authorities have limited themselves to a state of emergency there. The Ukrainian military and political leadership have not officially commented on the events in this area.
Bryansk Region in the south shares a border with Sumy and Chernihiv Regions of Ukraine.
