Law enforcement in Dnipro has detained a 37-year-old man suspected of planting and detonating an improvised explosive device near a Territorial recruiting centre (TRC) on 14 December, the Security Service of Ukraine (SBU) reported.
The explosion, which occurred at 14:45, claimed the life of one man and left three others seriously injured, including two police officers on duty. Residential buildings in the vicinity also sustained damage.
Investigators believe the suspect, a previously convicted resident of the Dnipropetrovsk Region, acted under the instructions of Russian special services. He has been detained, and searches are being conducted at his residence. Authorities are considering charges under Article 258 of the Criminal Code of Ukraine (terrorist act).
The injured police officers have been hospitalised in critical condition, with doctors fighting to save their lives.
The Prosecutor General’s Office and National Police have confirmed that the pre-trial investigation is ongoing, with efforts underway to determine all individuals involved. According to law enforcement sources cited by RBC-Ukraine, the suspect has been identified as Ruben Voskanyan.
