In 2025, Ukraine aims to open all six clusters in its EU accession negotiations on a parallel basis.
This was announced by Prime Minister Denys Shmyhal at the conference ‘Ukraine's EU Membership: Not if, but when?’, during which the Ukraine2EU programme - Support to Ukraine's European Integration - was launched.
According to the Prime Minister, bilateral screening has already been completed within three clusters. Now they expect to open negotiating clusters in the coming months.
Shmyhal added that they are deepening sectoral integration with the EU, in particular, the so-called ‘trade visa-free regime’ and ‘transport visa-free regime’.
‘We also have ambitions to obtain a ‘roaming visa-free regime’ so that Ukrainians do not have to pay additional fees for mobile communications and the Internet in the EU, as well as an ‘industrial visa-free regime’ (joining the ACAA agreement) - this will help develop Ukrainian industry and help the EU replace foreign imports of industrial goods,’ the Prime Minister added.
Shmyhal said that our country also expects to join the SEPA agreement, a single payment standard. ‘Ukrainian businesses will be able to make payments with Europe as conveniently as they do within the EU,’ the Prime Minister said.
- Ukraine2EU is a key EU programme aimed at supporting Ukraine in its preparation for accession to and membership in the European Union. The programme was initiated by the EU, Lithuania and Denmark, joined by Sweden.
