As of now, 15 million Ukrainians receive social benefits. This was announced by Minister of Labour and Social Policy Denys Ulyutin at a discussion organised by LB and EFI Group as part of the New Country project.
The budget of the Ministry of Social Policy, which is provided by the state, is over 470 billion hryvnias. The Pension Fund also receives contributions from the Single Social Contribution (SSC) and payments from NGOs, volunteers and international partners.
‘Let's be honest, we as a state cannot afford such a budget. We will never be able to do it without international partners,’ he said.
Therefore, there is a need to normalise social policy, the minister believes. Instead of providing a small amount of assistance to a large number of people, in his opinion, it is better to provide significant assistance to a small number of people. There will be discussions on this issue in the government and the Verkhovna Rada.
“IDPs are one of the most difficult issues. If we add up all the state support and support from international partners, we get a fairly large amount of money. On average, some may receive less or more, but it is about 10,000 hryvnia per IDP. Compared to those who work, this is quite good," he believes.
- According to data on the Diya portal, internally displaced persons (IDPs) can apply for payments from the state, international organisations and volunteers. The state provides 2,000 hryvnia per month for adults and 3,000 hryvnia for children or people with disabilities. Only people from frontline, occupied communities or places of combat and blockade specified by law are eligible for these funds.
