Ukraine and Canada have agreed to deepen co-operation in defence technologies and drone production. Ukraine’s Deputy Defence Minister Hanna Hvozdiar reported this on Facebook following the Ukrainian delegation’s visit to Canada.
During a meeting attended by Ukrainian President Volodymyr Zelenskyy and Canadian Prime Minister Mark Carney, Ukrainian drones, joint Ukrainian-Canadian developments and technological solutions from component manufacturers were presented.
Among the showcased developments were the Vampire 4S, the P1-SUN interceptor drone, the Shrike FPV drone, the Hor reconnaissance UAV, Himera radio stations, the Ratel ground robotic system and maritime uncrewed systems from Ukrainian companies.
Representatives of 21 Canadian companies also took part in the presentation. They are working with Ukrainian manufacturers on joint developments, expanding production and supplying critically important components.
One outcome of the visit was the signing of a Joint Declaration on Defence and Security Co-operation. According to Hvozdiar, the document is the first step towards implementing the Drone Deal on the American continent. She confirmed that 30% of drones produced under the Ukrainian-Canadian programme will be transferred to Ukraine’s Defence Forces.
Hanna Hvozdiar also held a B2B event together with Canadian Deputy Minister of National Defence Kristiana Fox and Commander of the Canadian Joint Operations Command Lieutenant-General Darcy Molstad, with 44 Canadian companies taking part. They are interested in working with Ukrainian manufacturers, joint developments and strengthening the component base, she said.
In addition, Hanna Hvozdiar outlined specific agreements reached following the talks:
- Ukrainian company Airlogix and Canada’s Sentinel R&D are developing joint drone production under Build with Ukraine — the first system is planned to be delivered to Ukraine as early as October 2026.
- Ukrainian tactical radio manufacturer Himera and Canadian developer Quantropi are working on integrating software into Ukrainian products and promoting Ukrainian solutions for the Canadian Armed Forces.
- Ukrainian company GreenTech and General Dynamics Mission Systems–Canada have signed a memorandum on joint UAV production in Canada under the Build with Ukraine programme. Ukrainian developer of UGVs JK Land Vehicles and General Dynamics are preparing a memorandum on joint production, training and infrastructure, as well as a demonstration of the Ratel X UGV.
- Ai Drones UA has signed a memorandum with a Canadian company on producing the MAUL UGV, joint development and technology exchange. Skyfall and Calian agreed to co-operate on UAV training, testing, demonstrations and technical support.
According to Hvozdiar, the talks also addressed the use of engines, navigation systems and batteries.

Earlier, following the meeting, the Canadian Prime Minister announced the creation of the Defence Drone Initiative Marketplace in the country — a digital marketplace to speed up the procurement and deployment of uncrewed systems and countermeasures against them. In his view, the Canadian Armed Forces will need millions of drones in the coming years, compared with the 2,000 they have today. The plan is to increase production tenfold, with a third of the output intended to support Ukraine’s defence.
Also, according to Volodymyr Zelenskyy, Canada is ready to contribute its technologies to the development of the European anti-ballistic programme FREYJA, which Ukraine expects to be ready by the end of 2026.
In addition, Canada confirmed a new package of military assistance to strengthen Ukraine’s air defence.
