As of mid-September 2026, 81 companies have already joined the pilot project to involve the private sector in the air defence system. The Ministry of Defence reported this.
The ministry has granted these businesses the status of authorised entities for carrying out air defence measures.
Overall, 92 businesses of various ownership types from different sectors and regions of Ukraine have applied to join the private air defence scheme. These include operators and critical infrastructure enterprises, as well as private-sector companies.

The pilot project to involve the private sector in carrying out air defence measures was launched at the end of 2025. The project is intended to strengthen protection for employees, production facilities and company sites that are systematically targeted by Russian drones.
The Defence Ministry noted that private air defence is part of Ukraine’s multi-layered airspace protection system. Private air defence groups do not operate independently; they are part of the overall system under the command of the Air Command of the Air Force. As of mid-July, the private air defence scheme included 51 companies.
