In the Moscow region overnight, Ukrainian long-range assets struck the Moscow oil refinery and a logistics facility.

During the operation, Ukrainian forces employed a range of long-range assets, including FP-1, RZ-100, MICH-2000, ‘Palianytsia’, Vendetta, ‘Liutyi’, ‘Bars’, ‘Flamingo’, ‘Sichen’ and Pelican.
“In the Moscow region overnight, our long-range responses were felt very clearly. One of the Russian Federation’s key oil-industry enterprises and the aggressor’s logistics facility were hit. That is billions of dollars that support the war machine,” Zelenskyy said.
The President thanked Ukrainian service personnel for carrying out the operation and noted that the Security Service of Ukraine (SBU), the Unmanned Systems Forces, the Special Operations Forces, the Main Intelligence Directorate and the Foreign Intelligence Service of Ukraine were involved.
Zelenskyy also separately reported the imposition of sanctions against an enterprise in Russia’s Voronezh region.
“Moscow should not be building layered air-defence rings at the expense of other regions, but should end its brutal war and choose peace. Steps towards de-escalation are on the table: in energy and in food security. What is needed is political will,” the President stressed.
The Armed Forces of Ukraine’s Special Operations Forces add that a fire has been recorded on the territory of the Moscow oil refinery. Footage of explosions, flames and smoke is being widely shared by Moscow residents on social media.
The Moscow oil refinery is part of Gazprom Neft and is one of the key facilities in the fuel infrastructure of the Russian capital. The plant’s design capacity is up to 12 million tonnes of oil per year.
The General Staff added that the AVT-6 primary processing unit, an integrated oil-processing unit and an isomerisation unit were hit. “Strikes on such facilities of the Russian aggressor are Ukraine’s exercise of its inalienable right to self-defence in accordance with Article 51 of the UN Charter and are aimed at reducing the military and economic potential of the Russian Federation.”
The SBU also noted that long-range drones from the SBU’s Alpha Special Operations Centre flew more than 500 kilometres, overcame Russia’s layered air defences and successfully struck the plant. A large-scale fire has been recorded there.
The third strike this year on one of the key oil-refining enterprises directly in Moscow is another blow to the enemy’s fuel infrastructure.
