Russia’s Ministry of Education has prepared changes to the curriculum for upper secondary pupils. Among the stated learning outcomes, it has defined, in particular, readiness to “serve the fatherland”.

According to the CCD, the relevant provisions are planned to be закрепить in the programmes of a number of school subjects.
After studying the Russian language and literature, pupils, according to the proposed changes, should develop “personal qualities”, including “readiness to defend sovereignty” and “serve the state”.
In chemistry, biology and mathematics lessons, the expected learning outcomes include “responsibility for the fate of the fatherland”.
Separate provisions also concern the geography course. According to the CCD, the teaching materials treat China, Mongolia and North Korea as part of a “new core for shaping a multipolar world”, while relations with Western countries are presented through the prism of a “geopolitical problem of the region”.
The Centre believes such changes are part of the Russian authorities’ policy of using education to foster loyalty to the state and justify the war.
At the same time, the wording and assessments regarding the new curricula cited above are provided by the CCD itself; their correspondence to the final, officially approved programmes should be verified against official documents from Russia’s Ministry of Education.
