NABU and SAP have completed the pre-trial investigation in a case on suspicion that former Deputy Prime Minister and Justice Minister Olha Stefanishyna engaged in illicit enrichment of more than UAH 13.9 million and filed false declarations.

The NABU press service recalled the details of the case. The former government official is suspected of failing to declare two flats in the Faina Taun residential complex, registered in the name of her friend. The value of the property is UAH 11 million.

Stefanishyna also, at various times, used assets registered in the names of close associates:

  • a flat in the Lvivska Ploshcha residential complex, registered in her mother’s name
  • a Mercedes-Benz GLC 220 d car, registered in the name of a subordinate

According to investigators, Stefanishyna held talks about buying a house near Kyiv with an estimated value of $550,000. Under the plan, $250,000 was to be paid in cash, and the remainder by transferring to the seller two flats in the Faina Taun residential complex. However, the official withdrew from the deal, apparently due to her appointment to a diplomatic post abroad.

“The official income of the suspect did not allow her to acquire such property. From the beginning of 2024 to mid-2025, she earned about UAH 3.7 million. Meanwhile, approximately UAH 4.2 million was spent from her bank accounts alone,” the statement says.

In August 2026, Stefanishyna was served with a notice of suspicion under Article 368-5 and Part 2 of Article 366-2 of the Criminal Code of Ukraine.

Earlier, the court set bail at UAH 6 million for Stefanishyna. The bail was paid.

Stefanishyna’s defence claims that the prosecution combined various expenses into the UAH 13.9 million in allegedly unjustified assets, ranging from medical treatment to property. The property, the defence says, was purchased by Stefanishyna’s friend using her own lawful income, while Stefanishyna’s parents independently saved more than UAH 4 million for their own property. An intention to buy a house near Kyiv or viewings with estate agents is not proof of a purchase, and the suspect did not have to declare the flat and the Mercedes car because, in the defence’s view, she did not exceed the legally prescribed periods of use, the VAKS Vyrishyv project wrote.

Before receiving the notice of suspicion, Stefanishyna completed her diplomatic service in the United States, although information about preparations to serve it had already emerged when she was an ambassador.
